Failed unit. Go get a new one. They are 15.00 at Walmart and other places. I found some brands just keep failing like that over time. Not worth fixing.

You have exactly the opposite problem of most users - for you, I would reccomend taking the freezer bowl out of the freezer a bit earlier than usual, slightly warming the initial ice cream ingredients, or raising the temperature of your freezer. To an extent, you will always get that rim directly on the sides of the freezer bowl, but my rim never extends so far out that it stops either of my two Cuisinart ice cream makers (or their paddles/bowls) from spinning.
Use a silicon jiffer (rubber spatula to get stuff from walls of jars) to get it off walls and into bowl. You can also warm the bowl with warm/hot water on the outside and slide it out.
Do not use metal or it will scratch. Abrasive cleansers and scrubbing cloths will do this too ... so no steel wool please.
