What do you want?
If you want to unlock your Alcatel OT-871 mobile phone from the network lock,I would suggest you to get an unlock code from http://www.mobile-unlocker.com/alcatel-ot-871/rs5wp9/ at reasonable price.

Left shift key types symbols not capital letters

it could be set to do so in system settings, like a shortcut. or there could internally be something inside under the keys which causes it to do that

I am trying to do a cap and can't figure out how to to change frame setting to be able to do this

Are you talking about making text capitalized?

If so, then all you need to do is hold down your "shift" key on the bottom left of your keyboard at the same time you press the letter in which you want to make capital and then release both keys.

If you want to type a whole line of capitalized letters, press the "cap lock" key on the bottom left side of your keyboard and then you dont have to hold down the shift key.

Brand new (one month old) Apple wireless keyboard for the Mac Pro.

When I set up the Text to Speech component in the System Preferences I had chosen Shift S as the key to activate this. I had to turn that off so that my Shift S would work again in a text document.

Capital letters

You can either turn on CAPS Lock or hold the shift key while typing. Have you already tried this?
