That sounds very much like either (a) poor fuel or (b) too lean a fuel-air mixture. Try dumping the fuel out, refilling the tank with fresh fuel, and putting a SMALL amount of carburetor cleaner (the liquid, NOT the spray) into the fuel tank. Don't put in very much, a full bottle is good for about ten gallons... so put only about half an ounce of it (a couple of tablespoons) in the tank.

If it runs fine immediately, the fuel was bad. If not, then run it for fifteen to thirty minutes with no load, just idling; with luck, the carburetor cleaner will clean up the carburetor's internal fuel passages.

16 hp vanguard surges at idle

Sounds like your carb float valve and/or needle is dirty causing the float inside the bowl to raise and lower instead of staying level when the gas is flowing into the bowl ..while at higher soeed gas is flowing and used up as needed but idle gas to the carb varies..and causing surge. Clean or rebuild is in order..good luck

Have a 23 Vanguard on a mud boat and when engine damp from dew or fog, engine turns over but will not start. When engine dries, starts right up.

Your coil may be getting damp or wet..try using a plastic bag over the coil..or use some spray that will keep the damness out..good luck..
