Sometimes games will freeze up due to a video card driver needing updated or replaced. Another reason could be that it has a corrupted file and needs re-installed. You can always try running a disk defrag also to see if that helps. Your graphics card might not have what it takes to run it, you could try lowering the settings.
The requirements for games are not 100 percent accurate as it depends on a lot more than just system hardware. Different drivers, versions of codex, as well as different versions of direct x all can affect it. Even just how well the game was coded and or optimized can affect it a lot. If I remember from what I did play of it, they didn't have that well of an optimized game.
One last thing to try is in your league folder there should be a direct x setup application. Try running that to see if that works.
