Your starter rope may not be the only problem you have. Could it be that you had a hard time starting the unit? If so it could be crankcase bearings are worn and is causing unit to vibrate, which in turn damaged the starter.

SOURCE: Craftsman Model 21032: Pull start does not engage.

The plastic gear is probably stripped and will need to be replaced.

SOURCE: Need to replace entire head of Craftsman Bushwacker

there should be a little alignment hole where you can stick a small screwdriver thru to hold it from spinning then turn clockwise(its reverse thread). let me know if there isnt an alignment hole

Start with one full turn out on low and high side, then set the idle. Make adjustments as needed after initial adjusting. You may not need anything but this is the starting position.
