You have a leak in hte sealed system. get an authorized refrigeration center to repair it for you.

Sounds like the compressor and if it is that oyu are better off buying new...
There are many reasons for a dehumidifier to not work or collect water.

Start with the outlet they are plugged into - any power there?
The only solution I can suggest is to take it apart and check the wiring for any burned or shorted wires.
Also check the control circuit board - most have a small glass tube fuse on them. It is possible it was blown when the house was hit.

Most likely the fan motor is broke. I have seen several units with bad fan motors.

By condenser I assume you mean the compressor is running. Is there ice forming on the front coil?
