Bicycle repairs shop. Alot of them sell jogging strollers, should at least know where to direct you to get it fixed. But my money is on the bicycle repair shops. My zooper buddy does it too.

You should be able replace it with a generic brand tube from Wal Mart- or any bike shop. Hope this helps!

All is not lost yet, Contact Zooper directly to see if this can be fixed before throwing out your stroller.

If you mean do they pivot, no they do not. We turned ours by popping a wheelie, or by lifting up the back wheels and turning.

I believe that near the handle bar on either side there is plastic tubing over the metal section. You pull the plasticy bit up towards the handle bar - one has a metal lever under which you release (lhs I think) this then splits the side bars into 2 parts and in theory it drops down neatly
