I have seen before that on these bobcat skids the right control arm can get pushed further right as to engage accessory hydraulics and it looks that way. When that happens the bucket won't curl or raise/lower because the fluid is being bypassed off the main manifold.
If that is not the case then look at the interlock spool on the hydraulic manifold and the lever actuator that engages it. The interlock spool can go bad and cause the hydraulics to sound like they are on and make noise when you try to push or pull the levers or the foot pedals but the arm and pedals may not move very far or seem locked even though it will still drive. Check the two engagement pushrods that engage your hydraulic functions, the lap at pushes them down and located by left and right thigh or knee.
