It's either vibration or liquid damage. In either case, it will get worse and eventually go away altogether.
if it's liquid damage, you run the risk of loosing the radio completely if you dont have it repaired soon.

Charging system, ignition system, or battery is starting to feed noise through the ground of the radio. Check all the bikes main grounding points and make sure they are secure and making positive contact.

You can take it to the dealer or send it to Iron Cross Audio. Check prices for each. Iron Cross only needs the radio. The dealer needs the bike with the fairing off

96 mounting and wiring will be completely different. The handlebar controls on the 99 will not function on the 96 radio.

The radio's internal amp is blown. You are still using the internal amp to supply the output to the Hog Tunes amp, so just installing an aftermarket amp will not solve the problem. The radio will need to be repaired.

There is not just one part. There are various components that can fail. Sometimes its a defect with the main board (micro cracks contained in the inter-layers). Very few of these components are available at Radio Shack.
Once the defect is repaired, the cause needs to be addressed or it will reoccur. Identifying the cause takes years of experience.

If the radio still has power the audio amplifier inside your radio has failed. You will need to take your headset to an electronics repair shop. This is something you can't fix at home unless you are skilled in repairing electronics.
