I think if you investigate, ebay has a sort of money back guarantee that covers such incidences. You should certainly report it to them. Ebay can only function if most of the buyers and sellers are honest and I hear they are quick to ban dishonest people. Is it possible the seller did send the items but the carrier either lost them or delivered them to the wrong address? Such things aren't unknown and from the seller's point of view the feedback would indicate the goods were safely delivered and your efforts to reclaim the money places a large question mark over your own honesty. If you paid by credit card or PayPal, I believe these also provide a certain amount of cover for some instances of dissatisfaction...
