How to time a dodge neon

You time buy replacing timing belt . This puts crankshaft and camshaft together. As belts get older they stretch, this will put timing off. Belts should be changed every 60,000 miles for that reason. If you've gone longer it's time to get it done. GOOD LUCK FRIEND.

I have a 1997 dodge neon need to change the timing belt and was wondering of how hard it is and what I would need?

In all honesty that is a job best left to a repair shop. There is a broad range of specialty tools such as camshaft locks/holders used to keep the camshaft from accidental rotation during belt install to cam belt/chain guide install tools.

I do not have good news for you.
According to the Gates Timing Belt guide 2002 Edition, both engines offered in the Dodge Neon are interference engines.
This means that your engine has likely sustained sgnificant valve, cylinder head or even piston damage. Have you tested the compression?
It is probably least expensive to buy a used engine, change its timing belt and replace your engine with that one.
