Idle Air Control (IAC) valve is dirty or bad try taking it off and cleaning with carb cleaner if that does not work replace it

You may need a tune up- new plugs, filters, distributor cap and rotor, oil and filter. If your plug wires are brittle, cracked, or real, real old they should be replaced.
But before spending money, you might want a compression test to check the internal mechanical condition. Low compression in a cylinder from a burnt valve, or poorly seating valves, could cause rough idling and missing. That would have to be fixed first. You can buy a compression gauge for about $30 and do it yourself. Look on youtube or google for the correct procedure. It is really easy, and can help you decide if the engine needs repairs first, or if you can proceed with a tune up.
If you still have the rough idle, it could be in the carburetor. If your engine is worthy, consider a weber carburetor- lots of people with those engines use the weber 32-36. Better performance and economy than the stock carburetors, and they are sold with the adapter plate, gaskets, everything you need to install it on your intake. Kind of expensive, though. Last time I checked, they ran about $250. for new.

2000 dakota with 4cyl power miss at idle new plugs wires cap

Sounds like it might be choke? Maybe a vacuum line leaking around the throttle body? Or oxygen sensor? Or throttle position sensor? Or mapp sensor?

Not positive, but I would try those in that order. I hope this helps.

Running roug at low idle, smooths out at 2500 rpms

change plug and wire if its been a while most cars have 90000 miles platinum plugs in them.but the wires wear before plugs.so change plugs and wires.+clean fuel injectors .change fuel filter and air filter.if car still run rough your idling to low.have idling check .

Pin point the dead hole and check that injector.

Misses at idle

is the idle set at the correct rpms when idling.also check for a vacume leak.hope this helps thanks jeff
