You need locking pins for both cam shaft pulleys as well as for the crank. The cam pulleys each have a hole in them which line up with a hole in the cylinder head through which an 8mm bolt cam be used to lock them. If you are looking at the cam pulleys from the RH fender side, the LH pulley hole locks at about 5 o'clock and the RH pulley at about 7 o'clock.

The crank locking pin is in an awkward position and a bit difficult to access. the hole is behind the oil filter housing and the pin locks into a hole in the back of the flywheel.

Please note that if your cam belt has snapped this engine will bend valves. If it is a scheduled belt change then it is quite easy to line up the marks and do the belt replacement.

The USB in the radio. doesn't have a fuse. It's a problem in the radio.

There is a short and the fuse is protecting the wiring from burning.

Substitute fuse for a circuit breaker and / or place ammeter or clamp ammeter in circuit to monitor current draw and avoid replacing many fuses while diagnosing problem.
Then
Determine what devices that it powers and disconnect each till your meter current drops.

Citroen ds3 timing marks

The 1.6-litre twin-cam engine in your C2 VTR has a hole in each camshaft pulley, which lines up with a hole in the cylinder head. This is where camshaft locking pins should be fitted and when lined up, indicates the correct timing of the engine with piston number one at TDC. You're right, there are no timing marks, so once you've fitted the locking pins use 6mm diameter dowels or bolts if you don't have the correct tools, it's a good idea to add some paint marks to the camshaft pulleys and the crankshaft pulley. The VTR's crank can also be locked by fitting a locking pin through the engine block, just behind the oil filter. This should be done before fitting the camshaft locking pins and can be quite fiddly Citron recommend you remove the oil filter
