First try, with the ignition switch off, dousing the switches with WD40 using paper towels to avoid a mess. While the switches are filled with WD40 work them back and forth to clean the contact areas. Turn on the ignition and try them, repeat if required.

You should purchase the factory repair manual. With current dealership repair rates at 90 to 120 dollars per hour, It should pay for itself the first time you use it.

If you want a cheaper manual, Chilton's is good if you are technically proficient, and Hayne's is better if you aren't. Both can be purchased at Auto-Zone, NAPA, etc,

Your contacts in the drivers window switch are failing. Short answer is that you need a new master window switch assembly

My volvo v70 has three places for fuses and relays, one under the bonnet, one on the end of the dash board on the drivers side, and one the boot on the left hand side you may find what your looking for in one of these places

2001 Volvo V70 Drivers Side Power Windows

The Window that only rolls part way down, the stop for low position has moved apparently and must be manually reset. The other that won't move at all, your correct in checking the power to it. Pull the panels to access them.

Just replaced passenger front window on the 2001 v70. Do not remember if window stops an inch down or does it go all the way down?

I am not exactly sure on this model but most of the time the power windows on the front doors go down all the way. I would check the right passenger side door if it goes all the way down, then most likely the drivers side door should also. Usually the rear windows go down and stop an inch from being all the way down. Some cars are set up to lower the front windows only an inch then by pressing the window down button again, they will continue to roll all the way down.
