You have a problem with your engine management and it has gone into safe mode to limit the power available and potentially save you from more major problems, You need to get it diagnosed with an OBD computor

First step is to get the codes. Some cars have the ability to retrieve the codes directly, but others will require the use of a scan tool. You can usually stop by an autozone or other local auto parts store and they can get the codes for you. Let us know what you find. Report back by adding comments to the original question. Will likely need the make and model as well.

04 PT cruiser will not rev above 2500rpm

Yes there is a governor which limits the rpm to 2500 rpm. It ha been limited because beyond this rev, the engine gets overheated and if kept running it that condition would slowly but surely damage the engine badly. Once you have reached the limit naturally your cruise control will stop working since its supposed to maintain that speed, which is not allowed by the governor. This governor can be removed but then you will have to risk damaging your engine fatally........................sodeep

1998 S70 manual (wont change gear until idle is under 2500rpm)

Being it is a manual transmission and the engine was removed, it is likely the clutch and pressure plate not releasing completely at high rpms.

Car wont rev past 2500rpm

that maybe what the rev limiter is set for. That way you can not over rev causing engine damage.
