The P07** relate to transmission issues, the rest fuel/air mixture.
From what you have done so far, I recomend you take it to a garage for professional service.
If you replaced the O2 sensors with aftermarket ones, that is the first thing I would suspect.
2011 Lincoln Navigator fuel filter location
It's between the gas tank and the engine. Google the filter and you might be able to recognize it. The AutoZone part number is FF610DL approximately $3.89. Hope this helps.

Have a 2011 Lincoln Navigator the front blinkers not working but rear blinkers are, checked the bulbs, no help

How do I change rear vent window on 2003 Lincoln Town Car

Unfortunately, these early throttle body injection systems are pretty obsolete and getting hard to find parts for. It sounds like you are having a fuel delivery issue though from your discription. With the air filter housing removed you should be able to see the two injectors that should be spraying fuel into the intake through the venturies. If you do not see a nice fine mist for a spray pattern from the bottom of these injectors you will need to do some troubleshooting to figure out why. My first thing to check would be fuel pressure. You could have a bad fuel pump. If you do verrify that there is proper fuel pressure to the throttle body and the injectors are not issuing a nice spray pattern, you will need to try and find a rebuild kit and have the injectors rebuilt. If you do find a good spray pattern and ample pressure, you will need to find another problem as fuel will not be it. Next thing to check would be the ignition system. Good Luck
