Many people use water from a hose to fill the washer bottle and this water has contaminants that will clog the spout at the windshield. Also poorly made washer fluid will clog the line and thus nothing will come out. To free up the clog just use a tooth-pic to dislodge the debris. Are you sure you are testing the correct side of the fuse power supply? Try testing the other side of the fuse power just to be sure. It shouldn't be the only one without power from the battery, try testing others, and then narrow down to where they all get their power from.

try changing the t-stat I had that happen had a bad batch of them replaced 4 till I got one that worked
