where should the control valve on top be set at all the way open (out) or all the way in or half way

May have air in that valve. Check bleed air screw on side of vale and bleed until you get a steady stream of water then tighten back up.

You need a meter to check the voltage output to the valves. It should be 24 Volts AC. If you have no valves being opened then it is either a power supply issue or a bad common wire.

Unplug it and take out the battery for a minute to see if it resets. If it does not, you need to replace it.

The battery is a back up, There should be connection to a transformer to operate the system.

Don't put it on "test", put it on, "manual" for the zone you want on.

Make sure the bleeders are closed. Sounds like all the valves are open and all are running at the same time.

IT'S NOT THE TIMER: The hydraulics in the valve are stuck. Best solution is to purchases same valve and replace all the internal parts with the ones from the new valve.

There are over a hundred different types of timers where the fuse is only the manufacturer knows. I would call the 800 number in the instructions and ask for technical support. The fact the fuse is blown is probably due to a short they will help you determine this.
