My best advice to you is to contact Dakota or send to Dakota. It may not be what you want to hear, but its probably going to be your best interest to send back to them so they can properly care for your watch.

We replaced the battery and

One needs specific equpment to be able to trouble shoot this kind of watch. Most of the time, the problem will be related to dirt, dust, oxidation, and occasionally, battery corrosion. It can also be a cracked solder connection. If you are getting a display, then the problem will be with a push button switch. This could possibly be cleaned with electronic contact cleaner, just let it dry thoroughly after cleaning it.
To verify radio control, one actually needs at least an ocilloscope, that usually only a repair facility would have. However, there is a procedure for solution for setting the time from another Fixya expert, and here it is:

When changing time zones, your watch must be manually set for the new time zone you will be entering. This watch is not designed to adjust for new time zones automatically. Instructions for changing time zones can be changed using the directions found on pages 2-4 in your instruction manual. When changing to and from DST, your watch should automatically adjust for this difference with the next 24 hours after the change. If your watch has not adjusted, you may be in an area that is not receiving signal. Check if your watch has received signal by using the directions found on page 1 of your instruction manual. If your watch has received signal in the past and no longer is receiving signal, your watch may need to be serviced or exchanged. How do i change the hour?

I think you are changing from DST (daylight saving time) to local mean time.

Presumeably your problem is that the watch is not telling you the local time.

As the watch is radio controlled you can only change the time by choosing the location setting, so that the watch knows where you are.

Press the "mode" button to select the location abreviation and use other buttons to change to your local city.

When you have set the location, press the mode button to return to normal operation.

My national geographic radio sontrolled

Hello,

Take out the workings,physically move all hands to 12 then insert battery and reasssemble. When the watch starts it does so at 12 o clock so the hands and digital display are synchronised. When it picks up a time signal to the zone it is set at they will correct together.

Or

Wait till 00:00 and put the battery in.

How do I rest the time for daylights savings

Given that it is truly a Radio Controlled watch, which it must be considering your description, it should reset itself tomorrow morning (November 1st). I would give it a day to change before becoming concerned. Again, your radio controlled watch should reset itself around 2 or 6 am on November 1st.
