Click Account on the upper right hand of the screen.
Next click Privacy Settings.
Click Edit Your Lists at the bottom center of the screen.
The list should show up toward the top of the screen, just click Unblock next to the name of the person you wish to unblock.
Goto my account----->privacy settings---->block lists
against the name of that person click unblock.
Why would you people like to block and unblock someone.From my personal experience i can say that the person being blocked feels so much hurt if he knows it.
If that person has misbehaved to such an extent that he requires blocking then why would you want to remove the block.
you can't block him for next 48 hours if you remove the block.

Your post is not so clear.Has your friend blocked you or have you blocked him?
I will answer you keeping both cases in mind.
If your friend has blocked you on facebook then it is not in your hands to get yourself unblocked. Your friend has to unblock you from his facebook profile.
But in case you have blocked him from your facebook profile then you can unblock him in the following manner. Go to your facebook site. Click on the 'Account' tab on the upper right hand corner of your website. Go to Privacy Settings - Block List - remove the name of your friend which will be listed there.
