Yes and if after install it will not play some CD by saying no CD inserted or similar, then go to your optical disk drive and click the EXE file on the disc to make it play.

First you need to place the disc labelled "Disc 1" or "Install" into your DVD drive on your PC. Then, double click My Computer (Start Menu, Computer if using Windows 7), right click on the DVD drive (it will probably says Rainbow Six: Raven Shield) then click "Autoplay".
