Check that the arms spin freely when spun by hand, then check the outlet jets at the trailing end of the arms are not blocked with food particles and other solid matter. This often happens and the arm is unable to turn because the water jet that is supposed to drive the arm does not have the force to rotate it with the result is that the upper dishes do not get enough water and chemicals. .

Sediment is being left on some of the dishes,plates,glasses,etc. The dishwasher we have is about three years old. Thanks! I'm very careful about loading the dishwasher so it does not get over crowded.

could be a partial blockage in the filter inside the dishwasher or one of the washblades not turning, when you fill the dishwasher check that you can spin the washblades easy and they dont catch any cups or plates, if its always the top that gets deposits just make sure the pipe that feeds the top washblade is locating into the back of the dishwasher it sometimes comes uncliped off the top basket.

Dishes on lower rack are not getting very clean, the soap dispenser on the door still has a lot of soap left in it. By soap I mean "Gel Dishwasher Detergent".

Check the water intake screen for sediment. Sometimes if sediment partially clogs the screen, the water pressure is lowered significantly enough to cause these conditions.
If you send me the make & model of your DW I'll tell you where the intake screen is. Sometimes its on the bottom which is a pain because you have to pull the DW out of the cabinetry...

LEAVING GUNKY RESIDUE ALL OVER DISHES.

Try running an empty load with a cup of vinegar or use dishwasher magic(you can purchase at store). The repairman may have loosened sediment causing the poroblem.

Dish washer not filling

I had the same problem. It was a clogged water inlet valve. Packed with sediment. Accessible from the bottom if you have the right tools. Just clean out and replace. Or the valve could be bad.
