Sounds like potentially a pooched property list. Go to "Go" menu in the finder, hold the alt/option key, then select Library. Look in there for Preferences, find two, com.apple.safari.--- Delete them.
Not necessary, but I like to log out then log in again or restart, and try Safari again. If it fails again on start up, book a reservation at the nearest apple authorized repair center and go from there.

My advice for you is to down load safari. Safari is also a browser that is fast and unique.
Go to www.safari.com and download it.

safari cant download certain files because iOs dosen't support that format but I know a way around all that
1. go to the app store and search downloads lite or you can buy the full.
2. go and find your file and downlaod it.
then go on iTunes and go under apps and select Downloads Lite then drag and drop your files
