Whenever I turn on my TV, sounding icon stay on left of sounding bar and the bar sticks on top of screen. No matter I used remoter or TV control, The icon can not be move to right, which means there is no any sounding. I went to TV repair store, They checked and said it is a problem of Memory IC to be needed replaced. Is it right?

Thank you!

Yes it is called an EEPROM IC chip that needs to be replaced. Very comon to fail on these types of sets. GE owned RCA back the 1990's now funai owns both along with magnavox and parts may be hard to get.
