Barbara, Sounds like carburetor may have dirt inside sticking float or worn needle and seat.Take mower into a good small engine shop, tell them what you have seen and have them diagnose and estimate repair.

check to see if the oil smells like gas the needle valves go bad in the carb and gas over flows into the crank case also the head gaskets go bad and **** the oil from the crank case
Check the drive belt first, it will be the upper belt. you will need to make sure a stick or something hasnt jammed up there and knocked it off. It will be easier to remove the mower deck so that you can get under the tractor to look up and check it out.
