For
me, this seemed to be an issue with the PRD.INI.SIGNATURE file not
being present in turbotax's 32bit folder. Typically this will be created
during the install process... UNLESS it can't get access to the
machine's crypto keys.
SOLUTION:
Go here (http://support.microsoft.com/kb/817754/en-us) and follow the directions under "Assign the Everyone Group Appropriate Permissions to the Folder". After you've followed those instructions, re-install the software to generate the signature file and it should run without problem.
