I have a 9000 BTU Amana PTAC that is dead.

Check voltage in , there could be one side of breaker burned causing only one side to come through. This happens on older main breakers frequently which messes up whole house.

What is error E5 on pioneer mini split air conditioner?

E5 indicates excessive temp. of the outside coil if on cooling, OR excessive temp of the inside coil in.

Try cleaning it (them if inside one too), with dishwashing liquid and spray outside hose.
