If you leave the tv unplugged for 2 days (atleast) then plug it back in and try to turn it on and if it comes on its the power supply board. If it comes back on it will probably shut off between 30min to 4hrs and you would have to unplug it for 2 days again. All the power needs to drain out of the tv. If thats the case take the back pannel off and check the part number out on the internet. Not hard to do becarefull touching things the power supply does store a little bit or shock in it. Good Luck.
I checked Toshiba's website and found the manual for the set. The self restarting was indicitive of a lamp failure. The red light was solid while the green light blinked. It would then restart 8 times before both lights would then begin blinking.

No power. When power button is pressed, nothing happens.
The stand-by at the power supply ( cn6201) measures to be 3.47 v. instead of 5 v. However, when I unplug cn6201 (5 pin connector) I can read 5v. at the power supply.
Any suggestions?
This sounds to be a faulty flyback transformer, as it heats it gets a shorted winding and the protection circuit shuts the set down to avoid big sparks. this is not a user solvable problem unfortunately and i would recommend taking it to an electronics repair shop and getting a quote for repair.
