This is a common indication of a failure in the power supply board. The filter capacitors have died and the power supply can not start up correctly. It should be repairable if you can do a little soldering and replace the bad capacitors on the board. If you reply to this solution with the brand and model I should be able to help you get it going again.
U will not find schematic,the tv corporation don't release them.Just take the tv aparts.Tries Websites like Shopjimmy.com,Ebay.com to buy a refurbish power supply board for the replacement.Just compare the power supply board in ur tv and the website that selling the power supply board.The picture look alike,ask the seller questions.Just buy and replaced it.U know how to solders?Just searches around the power supply board for those bulges and puff up capacitors.Replaced these capacitors will get ur power back.Most just reqiure replaced these capacitors to get the power back.

7. I can’t use the keys on my monitor. Your keys might be on the lock mode. To unlock the keys power off the unit hold down the down arrow at the same time power the unit back on.
Monitor will go Kaboom!
