Im using the linksys wireless with my icebox seems to pull down a solid signal from my dlink router it is a pci addin card it was real cheap at 60.00 future shop windows xp loaded all drivers for good opperation give it a try good luck

You need to make sure the card is compatible with your laptop, and that it fits. If you have a card that fits these conditions then fit it and install the drivers. But the card must go in the correct slot.
You can indeed install another video card, but this may not be your trouble. Are you absolutely sure your computer is running normally except for the video? That is, do you hear all the other sounds that usually go along with normal startup (hard drive activity, Windows startup sounds through the speakers, etc.)? It's very unusual for a motherboard to fail so that everything works except for video out to the monitor. You might be facing a computer with some other issues, like memory or a deeper motherboard problem, causing it not to start.
If you do decide to install a new video card, be sure you get one that's compatible with the motherboard (proper type connector) and power supply (not a super whiz-bang card that may need more power than your current supply can provide).
Depends on if you are trying to use a wired or wireless connection. Make sure if you have a wireless card that it is a compatible one. There are only a select few that will function properly on the icebox. If you are using a hard wired connection then make sure you have gone into the connection settings on the icebox to configure the internet and what network to use. When you do this you will be able to connect to your network and surf the web.
WEP/WPA keys are methods of encryption to protect your wireless network against intruders and hackers. If the install will not let you proceed without one or there is no means of doing this ( by checking a box proceed without key or something like that), you will need create one in your router. I assume that your pc is wired because if it was wireless your wireless card would also need the key before the router would communicate with your pc. Refer to your routers manual on how to create a key and after you do write it down. WPA is more secure. If your pc is wireless you'll also have to enter the key for your wireless card. If so I would recommend doing the router, then your NIC card and then your printer. If not, just create the key in your router (you'll probably have to reboot the router) and then do the printer.
