You need to reformat your laptop then reinstall everything. When doing this, you need:
You OS Installer (Windows needs a valid CD-key)
Motherboard Installer (This CD/DVD Installer is usually shipped with your laptop when you bought it. This CD contains all the required drivers to make your laptop works perfectly back to its original state.
If all these installers are ready, insert the Windows CD installer and restart your system.
It will start a setup program on DOS mode. Just follow the on-screen instructions. Make sure that you "Delete" the existing partitions and "recreate" them. It will then format the drive and start the installation.
WARNING: Formatting your drive will delete all your personal files as well. Make sure that you back up all necessary files before doing these steps.
A place to start is in the safe mode. XP I'm assuming. Run the IE browser and go to tools, internet options and delete all temporary internet files. Delete all cookies. Close the browser. From the start menu, go to run, and type in prefetch in the window. Delete all the files there with edit, select all, delete them. Delete anything in the Recycle bin and restart. Run your updated virus scan.

disconnect the cam and restart you system and then after restarting connect back the cam and let the system detect it. and follow the installation procedure as computer appear.
if nothing work then uninstall the cam driver and restart. and then reinstall the cam driver again(disconnect first the cam from the laptop) after installing connect back the cam and let detect again the system.
