There are many things that woulds cause this issue, Most likely it is a USB device plugged into the computer, External Hard Drive, USB Thumb Drive etc. Unplug everything from you computer except for monitor, keyboard, mouse and power and see if it boots. If it still does not boot, you most likely have an issue with your hard drive
I would next try and go into the BIOS. This is done by pressing (quickly and repeatedly) and key, such as 'del' when first turning the machine on. You'll have to look up how it's done for your particular PC.
Once in the BIOS look at your hard drive. It might have failed.
