It is because your mms are not yet activated... call your network provider and ask them configuration settings .. they will send it to you and save it .....follow on screen instruction...

If you want to receive picture messages on your phone, you must activate the MMS (Multimedia Messaging Service) on your phone.For this you have to contact your Network Service provider and upon request they will send the settings to your phone via a configuration message.Open and save the message from your inbox.Please note that you will be charged ( depends on different Network Service providers) for using the MMS service on your phone. if you can not send or recv mms contact your sim network and ask for the mms settings they will send them to your phone this will enable you to send recv mms .
before receiving or sending picture messagers u must activate the MMS settings by requesting ur network provider only then u can send or receive picture msg if u hav a signal problem nothing can be done a small suggetion is in stores they sell a external antenna try getting it and fix it tat helps in signal problem
Make sure your subscription covers the desired service(s), and that the selected carrier (e.g. GPRS/EDGE) is available in the area. If you still have problems sending or receiving MMS (picture messages) or accessing the mobile Internet/WAP on your phone, you probably need new settings installed.
