The DC-1020 works with SD cards up to 2GB in size, not SDHC cards 4GB and larger. The same limitations apply to microSD and microSDHC cards used with adapters. The adapter will make a microSDHC card appear as an SDHC card to the camera.
You need to use SD or microSD cards, 2GB and smaller.
The problem is that your camera is only compatible with SD cards, not
SDHC cards. You bought a larger card for your older camera, not
noticing that it was SDHC (or not knowing that it mattered). The new
card doesn't work, not because it or the camera is broken, but because

Well, the error literally tells you to format the card. The format function should be in your settings menu. Before
you do this, make sure that you've copied all you want off the card
and then use the camera's 'format' function to reformat the card. I
advise using the camera for the format function because this guarantees
the correct file system. If you use your computer to format it, you may
easily get the wrong one. However if you need to do it this way, see
which file system is currently in use on the drive before you start. Go
to "My Computer" and right click on the drive which is the memory card,
and choose
"Properties". Examples
of filesystems are "FAT" (probably FAT16), "FAT32" and NTFS; to make
sure your reformat is successful, ensure you use the same filesystem as
before.

There are several possible causes for "memory card locked", "memory card error", or "no memory card". Some include trying to use of a 4GB SDHC card with an older camera made before SDHC format came out. Others include problems with the tiny slide switch on the side of the card, or the electrical contact switch internal to the camera. The problem may also arise from simple formatting problems if the card has never been formatted in the camera (note that this will also erase the card).
