My eight year-old son uses this Toughbook to communicate via touchscreen (the software is called "Dynamically Speaking"). While it is inoperative, he cannot participate at school to the degree he's used to, so I appreciate any help I can get.
Screen is lit, but blank. No sounds emanate when I touch keyboard for keys.
The Toughbook is running Windows XP-Pro (I'm a Mac guy, so I don't know any "hard restart" tricks for Windows).
Any ideas?

Can you try restarting the Tablet and see if you get a result by tapping the F8 key?..on windows,that will put it into safemode and allow you do fix certain problems...please let me know..will try to get u fixed up
Does the Tablet have an SV plug for video(a small round black plugin with about 6 tiny holes),it will allow you to run the vidoe output of the Tablet to a tv video input,so that you can see if there is any video signal at all coming from the Tablet.If there is,than it is probably the Tablet screen or a bad circuit in the internal video card of the Tablet.If you do not get a picture on the TV,than the internal video card of the Tablet is probably no good,period.You can get the SV wire plug at any electronics outlet,if you dont already have one.Please let me know your results and get back to me..thanx and we will keep our fingers,toes and all crossed:)

No joy with the F8 key.
A tech at Best Buy suggests that, since it doesn't even show a Panasonic startup screen, there is a blown capacitor or something. He checked and the RAM is securely seated.
