You have to have soldering skills and desoldering skills also. Finding the part in the set shouldn't be a problem with the info I gave you. There is a possibility that only soldering the pins of the IC will fix it. This should be checked before taking out IC or ordering part.

    I would take it to a tv repairman and the cost should be no more than $65.00. At least that is what I charge for vertical deflection problem including the cost of the IC which I charge only $10.00

Sounds like dynamic contrast. Have you looked through the settings on your monitor to disable any automatic functions such as dynamic contrast enhancement?
