Time to change the batteries. Open the UPS and get the battery type numbers and spec written on the batteries. Locate a local battery distributor and you can order batteries. APC uses industry batteries.
The batteries last an average of 2 to 3 years. They wear out inside. You can also order APC original batteries if you feel insecure about purchasing them from a battery dealer. APC will charge more for the batteries, but they will be original to the UPS type.
For APC smart-ups models, you need to do a UPS calibration after you change the battery. You need to change the UPS parameters to removed the flashing lights on the front panel of the UPS, usually you need to change the 0 parameter to its default state to remove the flashing lights.
You have to take apart the UPS. Inside you will find a battery. On the battery you will find the make and model of the battery. Buy a new battery install it. Plug in UPS and turn it on.
You need to replace the battery. Go to APC site and order the battery for your model.

I don't know what the shelf life is for your model but the battery usually last 3 yrs or so. Your battery is probably dead now.
Often, it is an expired battery that will cause an issue like this. Since a bad battery renders the APC ups useless, it will usually display blinking lights to let you know that something is wrong. Basically for SURT models it should have an internal fault if you get that kind of symptoms. One (1) diode is already opened which is always a problem of this APC SURT series. you need to open the unit and do further troubleshooting or send it to APC service center in you area or APC service partner. if it still under warranty you can call APC call center and get a replacement unit. you just need the exact model and Serial number of the unit.
