I would take a pair of pliers and hold on to the axle while a loosen the nut from it.
I had the same problem, but I contacted the guys at
http://www.shopjandl.com/kids---baby-ride-on-toys-peg-perego.html
and they gave me that trick.
Hope this helps

  5. Remove the rear axle housing cover and the gasket. Refer to Rear Axle Housing Cover and Gasket Replacement.
  6. Remove the pinion shaft locking bolt.

  7. On axles without a locking differential, remove the pinion shaft.

  8. On axles with a locking differential, remove the shaft part way. Rotate the case until the pinion shaft touches the housing.

  9. On axles with a locking differential, use a screwdriver, or a similar tool, in order to enter the differential case and rotate the C-lock?(1) until the C-lock aligns with the thrust block?(2).
  10. Push the flange of the axle shaft?(1) toward the differential.

  11. Remove the C-lock from the button end of the axle shaft.

  12. Note: When removing the axle shaft, do not rotate the shaft. Rotating the shaft will misalign the gears. Misaligning the gears will make the installing of the axle shaft difficult.
  13. Remove the axle shaft from the housing.

Rear tires

pop off the center caps from both rear tires with a flat head screwdriver, and then remove the push nut washers by bending them with a pliers and removing them (keep in mind this will ruin the existing push nuts and replacements will need to be purchase from ebay or somewhere similar) then slide the tire off of the axle and replace (do not remove the axle cause there are spacers inside the vehicle that will fall out of place)

Need specs for changing rear and front tires for 2002 royal star venture including torx specs

I'll include the obvious, since I'm not sure exactly what you need:

Front tire - 150/80-16 Dunlop D404F or Bridgestone G705, recommended inflation 36 p.s.i.

Rear tire - 150/90-15 Dunlop D404 or Bridgestone G702, recommended inflation 36 p.s.i., 41 p.s.i. with passenger or load.

The front tire can be removed (motorcycle on lift) without loosening calipers or any other parts once axle shaft has been withdrawn; after the tire has been changed and the wheel and axle shaft is back in place, torque for the axle nut is 58 ft.-lbs (78 nm) and the pinch nut is 14 ft.-lbs. (19 nm).

The rear tire requires removal of the right saddlebag and brake caliper, as well as the axle shaft. During reassembly, the torque for the axle nut is 110 ft.-lbs. (150 nm), for the pinch nut on the swing arm 17 ft.-lbs (23 nm). Bolts for the caliper should be torqued to 30 ft.-lbs. (40 nm).

It's a good idea to lubricate the drive splines in the rear wheel and the mating shaft in the final drive while the rear wheel is out.

Place the bike on a stool [under engine] or bike-jack.
Remove the chains, the nut, and washer.
Knock off the rear-axle-bolt with a rubber hammer.
[be careful the tire will drop down].
Take out the tire, and place it on a table.
Remove the brake-drum.
Reverse this procedure for installation.

Axle

You'll have to remove the rear diff. cover. Remove the tires and brake drums if equipped. There is an 8mm nut holding a rod in that is in the middle of the diff. After removing the set screw, the pin will want to slide out. Position the rear diff. in a way that you can see the axles clearly and still let the pin slide out. Once you remove the pin, you don't want to rotate the diff. Push the axles in to remove the "C" clips holding the axle in and slide the axle out. The "C" clip is located at the end of the inner part of the axles.
