Have a 1997 volvo 850 GLT won't start and alarm sounding. No remote just key .
Just confirming that the Smithson918 solution above worked on my 1997 Volvo 850 Base model.
I had the same problem. I called the Volvo dealership in Albuquerque and a fellow walked me thru the steps:
First, get in the car, turn the ignition to the on position. Then turn off. Get out of car. Lock the doors with your fob or with the key. Then, unlock the car with either your fob or your key and get in. Insert the key into the ignition and turn the key. Car will probably start.
The procedure above solved the same problem that I had on my 1997 850 Base model.
My car was stuck in a parking lot, but prior to that I had left a door ajar for 4 hours, but it was 80 degrees. So when I tried to start the car after finding the dome lights glowing and it wouldn't start my first thought was "dead battery", "cheap battery being dead after 4 hours in 80 degrees, yes, but still dead". While trying to jump it without success I noticed it had been hit in the front fender and bumper. This is the third time I suspected this same thing happened. First time it wouldn't start I suggested with a laugh that my sister hit it and that it had a accident electrical kill system. Then it happened again. Shortly after I was told that my sister had hit my car and wanted me to fix the scratch her car got. I can't find any info on fuel pump cut offs during accidents (the Pinto Law that made certain impacts kill the electric fuel pumps) or any type of accident system kill. The first two times I tried to jump the car and then I fully charged the disconnected battery before trying to start. I never really figured out why it actually restarted the other two times. Perhaps I did they steps above by accident. I will let you know later today its very late.
@ Smithson918 it worked! thanks. This has happened twice before and somehow after much messing around it started; but I never knew for sure why. I am think that I did the steps without realizing it or even knowing about the steps. Thanks again. Perhaps one day in the future I can't be someones hero with this knowledge.

First check the hood plunger switch. Next look for a valet switch under dash or in glove box. Turn key on and press the switch.

Dave Burton (Volvo GOD) / top Volvo relay vendor in the Internet has this page for your reference,
LINK HERE
The relay tray is under the empty center console tray. //// mounted side way.
(picture on the bottom)
The reply and relay socket question is label as relay "C"
Check for burn on the base of the relay, burn smell, corrosion on pin(s),and bad socket base.
Give the relay "C" a firm press to re-sit it.
If it does no work then you will need to do some "known good" relay swap to see does the trouble follow.
I recommend you to re-sit and inspect each relay before do the swapping.
Keep a good record on which relay you are swapping around.
=====
Also try your 2nd / spare key fob remote to see does it unlock the doors.

Last item.....never assume, Check the battery voltage at the battery posts.
It should be 12.8V +
