There is very little maintenance that needs to be done. Take the covers off of both the wire feeder and the welder and gently blow out the dirt. Do not just blast everything with air as you could create problems. If everything is working right don't worry about anything else.
There is a temperature activated switch near the transformer that will turn off control voltage until the transformer cools. There is also a fuse for the control voltage. That would explain why the motor won't run. There's a possibility that the trigger switch in the handle is bad too.
The foot control has a micro switch in it, this one must be worn out. Take it to your nearest werlder shop (like praxair... www.praxair.com ) and ask for the microswitch by brand and model of your foot control. It's easy to replace. Probably the welder shop must order it, since it's noy pretty common for this switch to go bad, but it happens, specially on old welders.
there is a controller board issue at that point it will have to go to a service center do to there are no supplier's for them other that Lincoln go to their sit HERE and find a service center in your area these boards range from $250.00 to $600.00 there is 4 of them in the machine they will have to remove the top and swap the boards till they find the right one have the same welder i have been through this with Lincoln already hope this helps
