When I power up my laptop, the Windows screen is bright red (instead of black) and after logging on the screen then has a bright pink color (instead of blue) This problem started yesterday.

A pink or red screen which may gradually turn back to it's appropriate color indicates the lcd is going out. It could last quite some time in tht condition, but it's going. replacement isn't too bad though.

Usually one of the following keys right when boot screen is viewed will get you into bios on most computers. Esc, F2, F10, Del, or F12 which should be the case with the Portege.
You will likely need to go to Toshiba's website and find the driver for your drive controller. Save it to a USB flash drive, and load it during the Windows Installation by pressing F2 or F6 (whatever the prompt indicates) when it asks for additional drivers during installation.

Sounds like a driver issue. Check your drivers by going to: Start>Control Panel>Performance and Maintenance>System>Hardware Tab>Device Manager. Look for any yellow exclamation marks. This means the driver is bad and needs to be reloaded. Hope this helps.
