This is due to software compatibilty issues with Vista(x32bit). Here some options you can try:-
1. You can try installing the software in "safemode" using the "Vista compatibility mode", but no assurance it will work. (FYI - V3.0/4.0 are not longer supported by the developer)
2. Upgrade to a newer version - Visual CADD 5, when patched to the latest 5.0.6 should work just fine with Vista.
You probably need to patch the game for the latest version you can get it here and it makes it run flawlessly on Windows vista (im not to sure about 7)

a large number of older games do not work on vista, they are incompatible, you can either download the patch from the games site, which i see youve tried and it did not work, in this case, try to run the program in windows xp SP2 mode. to do this, fidn the application or executive file, it will have .exe at the end of the filename or will say application, then right click it, properties, compatibility, then check the box to run in compatibility mode for:, then choose for Windows XP (Service Pack 2), use those settings then try it again, if it still doesnt work then you simple can not use that game on vista. your last option you can try has a small risk of virus, only because it is user created, but seacrh the internet for a patch that allows it to work on vista. some people make their own patches to allow the program to work on vista.
Select the install.exe file in the CD root and right click. Select compatibility for XP. Then run the install. I just did it on VISTA business and it works fine. If you want to run NetMeeting, then there is a patch from MicroSoft (3.0.2) that can be downloaded and installed. Both now work on VISTA, SP1. Good luck
according to me you can find a patch either on the desktop after installing the program or in the strat menu if not then just browse to progarm files in the drive where you have installed your O.S.

3)run the latest version of Yahoo! Messenger (8.1.0..416 ) in Windows XP SP2 compatibility mode. It works without a doubt
