Flashing the bios is the best idea to start with. This will upgrade to the newest bios, which normally adds more features and fixes some bugs.

There is a small chance that this motherboard just doesn't support overclocking, but the majority of them do.

Below is the link to soyo's site and downloads for your model number. There was 4 or 5 bios updates. I would get the newest one.

SOURCE: manual reset motherboard: Soyo SY-K7VME

Bios settings are retained by the Motherboard Battery in the CMOS. Disconnecting the battery clears CMOS and returns the settings to their original state. Typically this can be done by simply removing the CMOS battery and waiting about 15 seconds before reinserting and booting PC. Nowadays most Motherboard manufacturers supply a jumper to not only disconnect the battery but also ground the CMOS to effectively drain any residual power.

The instructions for your MB are found below. JP5 is located to the left of the battery and next to the PCI 2 slot on your MB. There is a Manual for your MB on this site and the MB layout can be found at

http://www.fixya.com/support/p281070-soyo_sy_k7vme_motherboard/manual-35533/page-5

Follow the steps below to clear the CMOS memory.

1. Clear the CMOS memory by momentarily shorting pin 2-3 on jumper JP5. Its white cap can easily identify this jumper.

2. Put the jumper back to 1-2 to allow writing of new data into the CMOS memory.

Where do i find the the bios flash. now that soyo has shut down. i can not find a mobo driver for a k7vem pro.

Found this bios for the K7VEM Pro on Softpedia.com

http://drivers.softpedia.com/get/BIOS/Soyo/Soyo-SY-K7VEM-Pro-Bios-2CA4.shtml

Be certain this is the flash bios for your system.
You can brick your motherboard with no way to revive it.

Good luck!

PS. Had a Soyo Dragon MB and LOVED that thing.

I tried several different cards but no luck. Cards work ok on other computers.

5V Stand-By Indicator LED
The power supply will always supply a 5V standby voltage to your
motherboard so that it can power on via for example Wake On Lan
technology. This LED shows that your power supply is supplying
this standby voltage to your motherboard.n :D

You may need to replace your power supply, if the LED is flashing, it's not supplying the power the motherboard needs.
