I am in Canada so my searches are normally weighted to Canadian suppliers. In this case none are .ca However Repair Clinic do supply to Canada and have a 1-800 number that states it on the Contact page.
I would plug it into another outlet first. The small arcing that you see might be normal especially on stopping because of the brake. If another outlet doesn't work then I would take it back. Upon startup this saw will draw more than the rated running amps.

rotating the laser in its' housing moves it left and right. The hexagonal bolt on the sides needs to be loosened to do this, then it can also be adjusted up and down. Make sure the trigger to the saw is locked before doing this.
I would go to Ereplacementparts.com and type in your exact model number (there are about 5 saws) and they you can download a schematic of your tool. Hope this helps.
