I am sorry to hear that you are having this issue with your readings and would be happy to assist you in determining where the problem lies.
Initially, I would like to provide you with some basic user information on factors that could impact the quality of your readings enough to cause the E error message you have been receiving. I will follow that with some critical steps that you must take in order to obtain a reading on your Omron unit.
User technique is important for reliable measurement results. Listed below are the common causes why you may get an erroneous reading:
Cuff Size - Measure the circumference of your wrist. If the incorrect cuff is used, you may get an inaccurate reading or error messages, if not at the first reading, then after a short period of use because the cuff bladder will be damaged. To determine your wrist size, measure your wrist approximately ½” above your wrist bone using a cloth tape measure. Wrap the tape measure evenly around your wrist. Do not pull the tape tight.
*The cuff that came with your unit is appropriate for wrist circumferences of 5 ¼ to 8 ½ inches. If your wrist circumference is not within that range, your readings will be inaccurate or you may receive error messages.
Cuff Application - Make sure you are wrapping the cuff around your wrist in the correct position. The cuff should be wrapped snugly around your wrist. If your wrist monitor can be used on either the left or right wrist, make sure you have set the monitor to the wrist you are using.
*If the cuff is wrapped too tightly or too loosely, your readings will be inaccurate or you could receive an error message.
Before Taking a Measurement - Avoid eating, drinking alcohol, smoking, exercising, and bathing for 30 minutes and rest for 15 before starting the measurement. Avoid taking a measurement during stressful times. Take the measurement in a quiet place.
Body Position - Sit in a chair with your feet flat on the floor. If you do not have your wrist at heart level, your reading will be affected. Holding your arms or shoulders tensely may affect the reading. Remain quiet while taking the measurement.
The E error message is telling us that the unit is recognizing some type of interference while taking the reading. This could be as simple as speaking or moving, having a computer, cell phone or medic alert device too close to the phone, a loud television/radio in the same room or more complicated, such as a rapid or weak arterial pulse.
Reading Timing - Because Omron units read your blood pressure by 'listening' to the blood as it vibrates through the artery, the artery must be fully opened for an accurate reading. It is critical to wait a full 5-10 minutes between readings to allow the brachial artery to 'bounce back' from the initial constriction.
Refer to the Instruction Manual provided with the unit for the complete operating instructions.

A monitor using Hg is only a valid monitor reading. Most electronic devices produce approximate results and are mostly good for taking several readings daily and obtaining a mean daily BP. Device calibration appears to be not accessible to the the user.Also, depending on age & condition of your dad, sequential reading must take place after elapse of enough time for circulation to be at steady state in the arm again, or if you immediately after a measurement make another, even with the same monitor you will obtain a different result.

What is E1 error code mean on model HEM-FL31

I'm not sure why this question would be listed as being under the Heating and Cooling category, but if you are asking about the error code E1 displayed on an Omron model HEM-FL31 blood pressure monitor then I believe I can help. While the Omron user manual for this device noes not list any error codes, I would suspect that Omron uses the same error codes for all their blood pressure monitoring models, and there is a Omron troubleshooting guide available for the BP791IT model which list both the E-1 and E-2 error codes. The E-1 code is said to mean "Air plug is not connected or air is leaking from the arm cuff." You will find both the E-1 and E2 error codes on page 2 of the online pdf manual found at this link:

Generally, the recalibration has to be done by the manufacturer, as the calibration has to be certified. Most manufacturers charge little or nothing for this service. Contact the number in your Owner's Manual concerning how they want you to send it to them.

First, I do not believe there is any accurate way to measure blood pressure without having a valve installed; not a practical alternative.
The standard method using an arm-cuff and stethoscope is highly dependent on the person doing the measurement. Once my hearing started to fail, I had to go to a digital meter and found after three of these which failed and comparing my current Samsung to three different methods; manual, an elaborate 'calibrated' digital on a stand and another 'calibrated' cuff-type during an examination by a professional, none of these agreed better than 10-15 mm and the worst was 25-30 mm apart.
Using the average of those 'profis,' my current wrist-type digital measures about 10 points low on both systolic and diastolic so I just ignore the absolute numbers and use it only to determine relative deviations. For that, mine is repeatable enough.

Can you calibrate omron hem-711?

Depends what you mean by calibrate. If you mean affect adjustment - no, this is not possible. If you mean test the device for accuracy, then the answer is yes. All good quality home use Blood Pressure Monitors (BPM), should meet international standards, typically this is an accuracy of +/- 3 mmHg. To have a BPM checked for accuracy you should take it to an authorised reseller. Typically this should be done every two years.
