It would appear that the head is damaged and blade(s) is jammed into the comb, preventing the blades from turning. You will need to replace the heads. You will find replacements at shaveroutlet.com. See link below

To disassemble a Braun 9595 (and others like it):


Remove the rubber back and side piece by prying with a small screwdriver on one side near where the three arc design meets the silver body (photo 1). After releasing one side snap (photo 2), release the opposite side snap or use your fingers to pry around the rubber piece until both snaps are disengaged and the piece can be removed (photo 3).


This reveals the back of the shaver, which is held in place with four Torx screws. Fortunately, the screw heads are slotted so that either a torx wrench or a slotted screwdriver may be used for removal.


After the screws are removed, the shaver back plate may be lifted out (photo 4), exposing the battery and control board assembly, and the shaver/motor assembly (photo 5).


The battery is not soldered in place and may be removed by prying on one end to lift its positive or negative pin away from its contact. Then remove the battery (note that the negative side points to the shaver head. Also, the positive and negative pins are sized differently to prevent accidental reversal.


Reassembly has one essential step that must be followed or the razor will not function properly. Photo 6 shows the correct engagement of the shaver's back plate plastic pins with the shaver head's capture slots (shown "upside down"). Photo 7 shows the potential misalignment after the shaver head is inserted into the shaver body for reassembly. To overcome this when installing the shaver's back plate, ensure that the back plate's pins are first inserted into the capture slots (photo 8). Although the back plate may not appear to be positioned properly at first, it may be pushed downward which will "pull" the screw holes into alignment for inserting the screws.


Before inserting the screws, test the power ON button to ensure that all contacts have properly been made. You did not include the specific model number written on your shaver but I will try to address your questions the best I can without it.
Most likely, your shaver came with a cleaning station and charging station. The cleaning light would tell you it is time to use the cleaning station. After each shave, you should dump out the shavings and rinse under the tap. You should let the shaver dry without the cap on.

Lights come on but razor does not work

Try turning on the shaver with the heads removed...you may have a damaged head that is causing the shaver to lock up. If shaver runs with heads removed, you will know this is the problem.

Problem could also be a loose connection inside or even a bad battery

New head

Hello Brian, You can give the folks at www.electricshaver.com a try. They typically stock all the replacement and repair parts for most brands of electric shavers.

Here's a link to their site where you'll find part #5646768 for about $38 for a new set of the cutter head and foil (screen). It's always best to replace BOTH the foil and cutter block (head) at the same time, as any mircro burrs or nicks in the cutter blades will quickly ruin any new foil screen.

Replacing shaver heads.

The SP93 foil set that is sold in Australia comes with a removal bracket that you push in underneath the heads to remove them. Otherwise you need to push the plastic spring on the side of each of the 3 foils to get is to relax and push the head out.
