I would say so. if its not heating it can be a magnetron tube or high voltage inverter circuit. For the cost of repair its not worth it.

Dawn, remove part and take it with you to part supplier, they can probably match it.

Hit power level button then number 1 through 10. Most have 10 power levels. 1 is extremely low. 3 is usually defrost, 5 would be half power and so on.

try and press the stop and clear button twice

Possible that there is a short within , if there is sparking then the magnetron is defective. If not check for shorting in the capacitor, check the mains transformer or the secondary supply. Isolating the circuit will confirm which part produces the short. Please be careful when you work with the power connected.
