You will have to have a pc with itunes loaded on it, take the power cord and take off the plugin and one in on the iphone and the other to the usb port, hold down the sleep and power button at the same time when powering up, and either upgrade or reload the software

Go into SETTINGS, then GENERAL, then PASSCODE . Once you enter your passcode you'll be greater with the options to CHANGE PASSCODE or TURN PASSCODE ON/OFF

I started setting it up and had to charge it when I went back to finish so I can have it activated it has pass code on it. How do i get the pass code off ?

How to unlock iPad without password using iTunes

If you can't remember your passcode, you'll need to erase your device using iTunes, Find My iPhone, or recovery mode. Then use a backup to put your data and settings back on your device. You can try plugging it into iTunes to see if it reboots itself
