The smoke by the pulley is the belt burring on the pulley that is not turning. Witch is probably the trans or idler that is locked up. Take a pair of chanelocks and put them on the pulleys to see what is locked up.

the balts are probably wore out. if they look cracked or thin in spots replace them both at the same time. should be back to new.
