Press power off.. let phone turn off completely. Then power phone back on.. no other buttons need to be pressed at same time.
The buttons you are pressing in the sequence you just described is the way to activate safe mode.. that is why you are still in safe mode.

When you powered on your device before when it appeared, you probably accidentally pressed the volume down button to activate safe mode. Next time be careful how you hold your phone when powering on.
i had safe mode come on as well it was because i hit another button during start up i just restarted the phone and it went back to normal if your phone is still wet take out sim card and battery place phone in a bag of rice for 24-48hrs that will draw out the moisture from the phone
When you power down your cell device and power it back on it is suppose to out of safe mode..Maybe you need to pull the battery it the battery is removable for about a minute and then replace it and turn the device back on.
you can try to check your settings, by going to your phone's profile and choose personal or work or whichever profile you prefer or hold the power button of your phone until you see some options there to go back to normal/working mode (it is the same procedure when you want to put your phone to safe mode)
then turn off the phone and remove the battery and after a few seconds turn it on
